The Founder

Billina Shaw, MD, MPH

Dr. Billina Shaw, Founder & CEO of ViCat Consulting is a triple board-certified psychiatrist focused on child, adolescent, and adult psychiatry, as well as addiction medicine. She is also recognized as Fellow of both the American Psychiatric Association and the American Society of Addiction Medicine. She has served in leadership roles in academia, local government, and most recently the federal government as a Senior Medical Advisor at the Substance Abuse Mental Health Services Administration.

At SAMHSA, she was a lead author and/or medical consultant to several sentinel documents including the 2023 updates to the Certified Community Behavioral Health Criteria. She blends her professional, yet relaxed style to blend her skills of stakeholder engagement and collaboration to frame the writing of the 2025 National Behavioral Health Crisis Care Guidance. She also led a Federal Advisory Committee, the Interdepartmental Serious Mental Illness Coordinating Committee in addition to spearheading the national leadership the nations’s behavioral health strategy for bereavement and grief after leading a subject matter expert panel.

She graduated from Yale University with distinction in the major of Psychology, received her medical training at the University of Pittsburgh School of Medicine and solidified her focus on public sector services through receiving a Master’s of Public Health from the Johns Hopkins Bloomberg School of Public Health. She was honored to be a Bloomberg American Health Initiative Fellow in the Addiction & Overdose focus area. She did her adult and child and adolescent psychiatry residences at the University of Maryland/Sheppard Pratt residency programs that solidified her roots in community psychiatry. She has provided services in or served as a Medical Advisor in an almost every type of clinical and administrative behavioral health setting.
